Rosemary Waters Rosemary R. Waters, 37, no permanent address, was arrested on April 7 on two warrants out of City Court. On Aug. 17, Waters was taken into custody at a hotel on Oak Street, Batavia, on an unrelated warrant and was allegedly found in possession of narcotics and a modified fully automatic 9mm pistol with a 40-round magazine. Waters was released pending lab
