LOWELL A majority of members on the Lowell City Council continued to assert their parliamentary authority when dealing with motions submitted by embattled Councilor Corey Robinson during its last meeting of 2023 held at City Hall on Dec. 19, which another members called censorship and a violation of Robert's Rules.
