reviewed a dozen active terrorist threats a day. and the way to stop them he insists is with more tsa officers roaming the airport asking questions, watching shady characters. while streamlining frustrating check points that only alienate passengers. we cannot protect every passenger on every train, plane, automobile, whatever. we have so jammed up the system with rules and the public is just fed up. reporter: he says the tsa is sitting on important technology that screens liquids for explosives and could allow passengers to carry everything from water to shampoo through security and on board. all that would be needed, he says is a separate liquid line that may move slower than the rest. we have that technology and i would argue, let s roll it out. reporter: but what about the shoes? will they ever stay on through security? when i was head of tsa, i
