Scarborough-based New England Cancer Specialists plans to build its flagship treatment and research center at Rock Row in Westbrook and have it up and running in late 2023, the oncology and hematology practice announced Wednesday.
The project has not yet begun the approval process through the Westbrook Planning Board, but City Administrator Jerre Bryant said Tuesday said the proposed medical campus is in keeping with Rock Row owner Waterstone Properties’ vision of a multi-use development.

Westbrook has settled a lawsuit filed by a Lewiston man who said police officers pulled him over and then arrested him because he is Black.
City Manager Jerre Bryant did not comment on the settlement or answer a question Thursday about whether any officers were disciplined as a result of the incident. Asked about training or policy changes, he cited a program related to implicit bias.
“The Westbrook Police Department continues to identify training and educational opportunities to best serve the evolving social, economic, cultural, ethnic and racial diversity of our community,” Bryant wrote in a brief email. “One recent example of this ongoing initiative is a department-wide introspective program on implicit bias.”

Fire chief hopes pay raise will draw more to call company
A number of factors have led to dwindling membership, but the paid volunteers play a vital role in public safety, Chief Andrew Turcotte says.

WESTBROOK Fire Chief Andrew Turcotte hopes a pay raise will pull in more applicants to the call company to boost dwindling membership.
The City Council last week gave preliminary approval to a $1 an hour pay raise for call company members, bringing rates to $13-$14 an hour for applicants without training and $15-16 for those with training.
Turcotte said his goal with the pay increase is to keep the hiring competitive and retain the paid volunteers. Over the past few decades, call company membership has fallen from over 100, with a waiting list of those wanting to volunteer, to roughly 15 now, he said. He’d like to have at least 20 call members on the roster.
