afghanistan, regarding concerns about the programs there. no partisan politics, this report was released by democrats on the foreign relations commit aoefplt jennifer griffin is live at the pentagon with more on this. what is this report suggesting? reporter: jen kwrarbgs it was a two-year congressional investigation, it was released last night, and it concludes that the hugely expensive effort at nation building in afghanistan is creating distortions and that most u.s. development projects in afghanistan are not sustainable. 97 percent of afghanistan s gdp is the result of foreign military and development spending, most of it from the u.s. quote, from the report, in some provinces, the governors have the capacity to allocate a $1.2 million annual budget, however, in less developed provinces, this amount represents a tidal wave of funding that could hamper the ability of local officials to spend the money-wisely. the report says it leads to corruption, it leads to
