But this appears to be a symptom of a larger problem. I know we touched this in many different capacities here today, but the u. S. Navy has, my understanding of all this, has moved training out of the schoolhouses and instead embraced an onthejob training model, which is what sailors do, operate with little sleep and without a singular focus on learning.
