Hes creating a president ial emergency board to resolve the contract dispute between septa and Regional Rail workers. Goes into effect at 12 01 a. M. , just about an hour from now. The board will help with negotiations while employees get back to work. Live at septa headquarters and you spoke with members on both sides of the issue, when can riders expect to have service back . Trains can be up and running by 5 00 tomorrow morning, that is, of course, if those workers are there. We talked to the union and they said they will tell their workers to return to work so the trains will be running tomorrow. Today septas Regional Rail lines looked like the ghost towns of the old west. Regional Rail Division Train Service is suspended until further notice.
