OTTAWA - The federal government has quietly revealed that it plans to pay nearly $1 billion to build a new ocean research vessel for the Canadian Coast Guard whose original cost was supposed to be one-tenth that amount.
The new cost estimate for the offshore oceanographic science vessel represents the latest blow to Ottawaâs multibillion-dollar plan to build new ships for the Royal Canadian Navy and Coast Guard, first revealed more than a decade ago and beset by problems ever since.

McDonald was sworn in as defence chief during a low-key ceremony in a mostly empty room at National Defence Headquarters as dignitaries such as Prime Minister Justin Trudeau and Gov. Gen. Julie Payette attended virtually due to COVID-19.
The pandemic loomed large during the event, which saw McDonald take over from Gen. Jonathan Vance. The two senior officers sported masks and many of the trappings of such change-of-command ceremonies were scaled back or omitted entirely.

âIn his new role as chief, Vice-Admiral McDonald will oversee the work of the Canadian Armed Forces, including on vaccine rollout through Operation Vector,â Trudeau said in reference to the militaryâs role distributing COVID-19 vaccines across Canada.
