Japan s daily tally of new coronavirus cases is steadily declining, but with the healthcare system still under stress, and mutated strains of the virus appearing in Japan, the government says it is too soon to lift the state of emergency in place for Tokyo, Osaka, and eight other prefectures.
Economic Revitalization Minister Nishimura Yasutoshi said on Friday that the government will maintain the state of emergency for the time being.
Nishimura was speaking at a meeting of a panel of experts to advise the government on coronavirus policy. The meeting s members agreed to update their basic anti-coronavirus guidelines to reflect recent legal revisions that allow tougher enforcement of anti-infection rules. The revised legislation was approved in the Diet earlier this month and will take effect on Saturday. It will allow officials to fine people and businesses that break anti-virus rules.
Correspondent The rapid spread of COVID-19 across the country has created a situation that could have a serious impact on people s lives and the economy.
That was the message from Japanese Prime Minister Suga Yoshihide at a news conference on Thursday as he declared a second state of emergency to help contain the virus. This declaration is less expansive, but more intensive, than the one last April.
The declaration covers Tokyo and the prefectures of Kanagawa, Saitama and Chiba. It will remain in place until February 7.
The key to curbing the virus is said to lie with dining and drinking establishments. Bars and restaurants are being asked to close by 8 p.m. and to stop serving alcohol an hour earlier. Residents are being asked to refrain from non-essential outings after 8 p.m. Businesses that fail to comply without good reason will be named publicly.
Correspondent The virus won t heed the calendar, Tokyo Governor Koike Yuriko said at an emergency press conference on Thursday. The comment came at the end of a day that saw a record 822 coronavirus cases in the capital, leaving Koike with little choice but to issue a special alert for the New Year holidays.
At a meeting on Thursday, the Metropolitan Government s pandemic monitoring panel raised the coronavirus alert for the healthcare system to the highest level of its four-tier system for the first time, saying Tokyo s medical services are on the verge of crisis. It is becoming difficult to balance caring for coronavirus patients and regular medical work, said Inokuchi Masataka, the deputy head of the Tokyo Medical Association. We have even exhausted all of our reserve resources.
