2016年，国家文物局启动海上丝绸之路申遗工程，泉州作为牵头城市，启动多项文化遗产保护工作。2018年，泉州以“古泉州（刺桐）史迹”项目申报世界遗产，经第42届世界遗产大会审议，需补充材料。
经过更精细的考古发掘，以及对遗产价值的重新阐释、对申报项目的认真调整，此次申报的“泉州：宋元中国的世界海洋商贸中心”主题更加鲜明，价值阐述更加清晰完整，遗产点从原来的16处增加到22处，更加丰富，得到专业人士充分的认可。
