The u. S. State Department Says north korea proposed holding peace talks to formally end the korean war sometime before its Fourth Nuclear test in january. But both sides failed to agree on conditions for the meeting. Spokesperson john kirby said on sunday that the Obama Administration considered pyongyangs proposal. He said the administration asked north korea to include denuclearization as part of the talks, but the country rejected it. Kirby did not say exactly when north korea made the proposal.
