it s 5:30 here on the east coast, 4:30 in houston and louisiana. tropical storm harvey bearing down. potentially catastrophic flooding and damage exactly 12 years after hurricane katrina. rick leventhal joins us from lake charles, louisiana. what are you seeing? pete, we are outside the lake charles civic center which is being opened as a shelter. this area has been getting rain for the last seven days. it s completely saturated. they get a have a piece of rain, thunderstorms, it s flooding. people are being rescued. we witnessed dozens of rescues. there were nearly 500 people plucked from their homes and brought to shelters. one of the shelters we visited earlier was surrounded by water. the floodwater was rising around the shelter itself.
