Disagreements between the military and civilian components of Sudan’s government resurfaced last week over a bill presented by the US Congress on Friday. The bill supports the democratic transition in Sudan and advocates tightening the monitoring of the Sudanese army, security forces, and intelligence services.
The bill is called the Sudan Democratic Transition, Accountability, and Fiscal Transparency Act of 2020 and was supported by both Democratic and Republican politicians in the USA.
The bill requires the USA State Department to, among other things, submit a strategy that includes “an assessment of security sector reforms by the Sudanese government, such as demobilizing militias and fostering civilian control of the armed force”. Acting Minister of Finance Heba Mohamed said in September that the implementation of the programme will make Sudan eligible for more than $1.5 billion annually in direct development grants to stimulate investment and revive the economy.
The acting Minister of Foreign Affairs, Omar Gamareldin, admitted yesterday that debt relief needs time and will not be completed overnight. In a press statement he said that Sudan s return to the international financial system will also take time due to the bureaucratic procedures involved.
Huge debt
Sudan’s huge debt is mainly due to accrual of interest and steep penalties when the Sudanese government fell behind on its payments. For example, a single $ 130 million loan from Kuwait from the late 1970’s has now exploded to a $2.8 billion debt. Sudan owes $60 billion to other countries and financial institutions as the International Monetary Fund (IMF).
