Implemented so far . The off ramps are very generous so weve been able to utilize those to date to avoid liquid dated damaged. In the third year theyll be difficult to avoid in some situations but employers have every opportunity to utilize these off ramps. Our goal is not to penalize contractors but put San Francisco back to work. We tried to avoid liquidated damages. We work closely with the city economist.
