september, harvey funding, raising the debt ceiling, funding the government, passing a budget. let s start with the first two, probably the priorities, the harvey funding and debt ceiling. how do you see that playing out? from the people i ve talked to, there seems to be some general idea that harvey funding needs to not be tied up in some legislative mish mash like we ve seen in recent years. there s been the chatter about let s go ahead and tie harvey funding to a debt ceiling hike which would be seemingly favorable to democrats to me if you re attach something must-pass emergency aid and you don t want to get into a debt ceiling fight. the complicated politics of this are going to muddy because of the sequence of events. steve mnuchin talked about having the debt ceiling deadline of late september. because of the need for harvey funding, that might be moved up because the federal government might not have the money for it.
mike: we expect president trump to take action for deferred action for childhood arrivals, daca. likely to turn it over to congress. does this lead to immigration reform in congress? what about combining the border wall concept with daca? everybody understands our immigration system is broken. congress needs to act, and this is a role for congress. that s one thing we can talk about. we need to secure our borders but we also have to have an immigration system that works. if i m correct about what the president will do, he will give congress six months to act and congress needs to do their job and solve the problem. mike: there has been talk of tying harvey funding to raising the debt ceiling. that s never a popular vote with your republican members. here is steven mnuchin from fox news sunday. stick with the president and i believe it should be tied to the harvey funding. our first priority is to make
open, and they ll punt the real political debate that you ll hear on talk radio to the debt limit increase. they ll find a way hip litica y hypocritically to declare success but it s not going to be a success because at the end of the day they re going to it s not like it s a simple scenario for nancy pelosi and house democrats. they will have interesting choices to make. i think they are generally pretty strong on the idea of spending money on disaster relief. if you ask house democrats right now, they would like to see the government forward fund disaster relief to have a much larger standing account for this kind of stuff. they are going to want to see spending for next year, but they re not going to want to see wall funding. she s got a lot of leverage there on things that republicans will want to put in a year-long appropriations bill along with the harvey funding. it will be interesting to see how she handles this. the one thing that you ve always got to keep in mind is tha
week. it should have been done in july. but at least the house is going to act on it. the senate hasn t passed any of them. what do you think, emily? should the white house carry more of the onus? i certainly agree congress should be working more. what we re seeing out of this administration is a totally different thing from every spokesperson. we re seeing just out of last week that the white house office was leaking different things to policy in congress that the president was then saying publicly. communication is a huge problem on every front in this administration. you don t know the final word until it comes out of the president s mouth. i think it makes it incredibly difficult for him to be working with congress when they have no idea what he s going to veto. tomorrow is also a big day for the president because he s going to be meeting with the big six, a team of allies in the cabinet as well as congress. they re going to be discussing tax reform. how likely is it, kaitlyn
can you guarantee him and others that that will not happen? no, i cannot. by the contrary. the president and i believe it should be tied to the harvey funding. our first priority is to make sure that the state gets money. it is critical and to do that we need to make sure that we raise the debt limit. so if congress appropriates the money but i do not have the ability to borrow money to pay for it we will not get the money to the state. so we need to put politics aside and we will be urging congress to get both of those things done as quickly as they can. chris: i want to make sure because this is new news as they say. there is talk of the house is going to take up almost $8 billion in disaster relief. the next week you re saying that you want to see a clean debt limit without any other spending costs tied to the disaster relief? i do. that is our priority. at this point, we need to put
