About 150,000 small businesses have racked up £2.3bn in debt, up from £500m before the pandemic, based on government-backed loans and not including rent debt, according to a report from Bill Grimsey, the former boss of Wickes and Iceland, who has backed a series of investigations into the state of the high street.

Police and CPS must work together to address falling rape prosecutions – report Alexandra Topping © Provided by The Guardian Photograph: James Veysey/Rex/Shutterstock The police and the Crown Prosecution Service must stop the “blame culture” that sees the organisations “pointing the finger” at each other for the failure of rape victims in the criminal justice system, according to a joint report from the police and CPS inspectorates. In the first-of-its-kind joint report, the watchdogs said both organisations had to overcome the “deep division” between them and tackle the “underlying problem” of a culture of defeatism within their workforces, which made them more cautious in investigating and prosecuting rape cases compared with other crimes. The number of rape prosecutions has collapsed in the past five years.

The two leaders met in the Oval Office and later held a joint press conference. Biden and Merkel vowed to work together to defend against Russian aggression and stand up to anti-democratic actions by China, and also spoke to the importance of the US-German alliance.

Ewen Fergusson, a City solicitor, was announced on Thursday as one of two new members for the committee on standards in public life. A Whitehall source said the appointment was approved by No 10. Fergusson, who has spent most of his career at international law firm Herbert Smith Freehills, appeared behind Johnson and two along from David Cameron in the infamous 1987 photograph of the exclusive, male-only Oxford dining club. Permission to republish the photograph has since been withdrawn by Gillman & Soame, the Oxford portrait photographers who hold the copyright.

What did it get right, what did it get wrong, and what can we learn to help with today’s air pollution? First, air quality actions can work if they are sufficiently bold. Take Beijing. In the four years after the Olympics, targeted actions reduced particle pollution by 35% – a huge air pollution improvement. But we tend to dismiss this as something that could not be achieved with our political systems. It can. London’s particle pollution dropped by 67% in the 10 years after the 1956 act. Between 2017 and 2019, the central London ultra-low emission zone decreased nitrogen dioxide from traffic by more than 36%.
