City leaders in Carnation may turn to fines and federal intervention to push Seattle into fixing a warning system they said has not worked properly for years.
After declaring a state of emergency over false alarms at the Tolt River Dam, community leaders in Carnation are now saying a new siren warning system is a complete failure.
Seattle leaders told Carnation a "far superior" alarm would be in place starting Oct. 18, but Carnation Mayor Jim Ribail said the warning system has been inadequate.
