As tom ammiano said, there will be people who simply will not be able to afford to enroll in the aca. Benefit program, worker can use city medical reimbursement accounts to pay for premiums, deductibles, copayments and other costs associated with carrying Health Insurance coverage through cover california without actually disqualifying them from federal subsidies under the aca. During the process thats was followed by the universal health care council, staff and the mayors office, the department of Public Health, and the City Attorneys Office vetted the question with federal officials, and i believe that they were all satisfied that the city mra funds could be used for these purposes.
