Under Administrative Law even with deference, the agency has to provide a reasoned explanation for its change in policy. It would require a notice and comment proceeding which is open. I wouldnt the suggestion has been made that somehow it would lead to instant clarity. It would lead to another three to fouryear period of conflict and litigation. Chairman copps . A lot of that information is out there with just a route not taken and now we need to go back and look at it. And the fccs reclassification would be considered arbitrary and cap rishs unless there was a period of comment and refreshing the record and some sort of
Trust fund may run out of funds as early as september 2014, which would create cash flow problem for states during the critical summer construction season. Due to the uncertainty leading up to that bleak scenario, states are already beginning to develop contingency plans to prepare for reductions in federal transportation funding, which includes cutting pending projects. This is terrible for businesses, workers, and our nation. According to georgias department of transportation, if federal funding is cut, we would not be able to fund any new projects. Officials from other states have made similar statements and the effects are very negative, to say the least. As states postpone putting Construction Contracts out to bid, businesses will be more reluctant to invest and that impact will be felt throughout the higher entire economy. Let me be clear, the pending shortfall must be addressed by an infusion of funds. Otherwise, cbo estimates of locations for new projects in 2015 would need to

Assistance. And we didnt take away that program. We actually just raised the barometer to 20, and it saved taxpayers 8 billion in the program. Thats 8 billion that we can put towards making sure that those who need benefits the most are going to get them. Ial believe that we ought to implement i also believe we ought to implement some kind of work requirement that was common place under the clinton era welfare to work program thats been changed during this administration. And i, for the life of me, cannot understand why america should be satisfied with a program that doesnt require an ablebodied adult who has no dependent children, who is not enrolled in a training or education program, who doesnt take care of an adult dependent, who doesnt meet a plethora of other exemptions, i dont know why we cant pair them with a job. And if a job is not available, why cant we pair them with Community Service or volunteer Service Opportunities where they can learn skills that will get them the best
