As you can imagine, with the impact of harvey, the fact that the governor wants to get as much information as possible before he comes out to give an idea to the press of just what the state faces, but the issue with harvey is the fact that this is going to be a camper, basically, this system is going to stall out and be a major rain disaster event for the state of texas.
