would send a message that mexico was open for business. small businesses now know that the government is doing a better job of working to facilitate instead of impede job growth. we saw what can happen when we make ourselves competitive with surrounding states and last year i came before you to ask that we eliminate to go through all the locomotive fuels to level the playing field with texas. i promise if we did that union pacific would locate right here in mexico. we came together in a bipartisan manner and eliminated that tax. union pacific is now in mexico creating 3,000 jobs building their new facility. and over 600 permanent.
