In a presentation to city commissioners, City Engineer Tom Knakmuhs said a public survey revealed that while a majority of people want a bridge built, "most are not willing to pay for a bridge."
“I approach you with egg all over my face,” Commissioner John Strand said. “It’s one thing to follow the letter of the law and the rules but also we serve the people.”
Fargo upheld the fine, but tasked police, liquor board members to look into requiring high quality scanners in every bar, increasing penalties for unlawful minors, and more data on bar inspections.
The hiring decision was made without a full candidate search or formal interviews. City Administrator Dustin Scott said 21 members of the police staff expressed support of Nielsen in a survey.
