Estonia was at the forefront of the transition to a Western system of competitive research funding in the early 1990s. However, the doctoral dissertation of the Estonian researcher demonstrates that, at least initially, the change was nominal and did not transcend Soviet-era practices of funding allocation. Moreover, social science and humanities scholars are currently entangled in a research funding structure that disregards their professional development needs.
