Project Description: The New York State Department of Environmental Conservation (Department or DEC) issued a final State Pollutant Discharge Elimination System (SPDES) permit (NY0031895) for the Rockland County Sewer District #1 (District) Wastewater Treatment Plant on February 5, 2021, which modified the District s previous SPDES permit. The issued permit was a renewal with a full technical review in accordance with the Environmental Benefit Permit Strategy. Notice of the draft permit was initially published in the Environmental Notice Bulletin on June 20, 2018, and in The Journal News on June 27, 2018. The public comment period closed on July 27, 2018. Former town Supervisor Frederic “Nick” Norton remembers the long grind associated with making green energy become a reality in Arkwright. Some of it was on the local end, but the larger struggle was really on the next level with New York state.
That was a headache, to say the least. “Working with the state is pure hell because I had to deal with bureaucrats,” he recalled.
It was far from the lifestyle Norton envisioned when he arrived in the north county around 23 years ago from Kenmore where he worked as an attorney. During his tenure, he represented 12 school districts while considering himself a “neighborhood lawyer.”

For the second year in a row, the Adirondack Council has petitioned for a judicial review of a local all-terrain vehicle law passed by the town of Clare. Filed Nov. 5 in St. Lawrence County, the petition seeks to have the ATV law voided on the basis of three alleged violations of state Vehicle and Traffic Law, the state Constitution and the state Environmental Quality Review Act.
