Mr Shapps spoke out after P&O Ferries chief executive Peter Hebblethwaite admitted the company broke employment law when it sacked 800 workers without notice.
The Prime Minister had threatened to criminally prosecute P&O Ferries, telling MPs that the company could face fines running into millions of pounds if found guilty of breaking UK laws.
