The City Disaster Risk Reduction and Management Council (CDRRMC) approved earlier this week a resolution directing the CDRRM Office to source out funds for financial and relief assistance to victims of "Odette", which hit various parts of the country more than two weeks ago. Among the hardest-hit areas was the Caraga region as the typhoon made its first landfall in Siargao Island, Surigao del Norte at 1:30 p.m. on December 16. Dr. Elmeir Jade Apolinario, CDRRMO chief and local Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) chief implementer, issued the warning Tuesday as reports reached his office that certain individuals were charging some amount for the issuance of exit pass to outbound travelers. "The city government does not require any document or payment for that matter, from travelers leaving the city through the borders, be it by land, air or sea," Apolinario said in a phone interview Tuesday.
