The year was 1920. It was a hot, steamy August afternoon at the packed Nashville State House. The first vote to ratify a woman’s right to vote ended in a tie, 48-48. Thirty-five states had already voted to approve, but they needed 36 states for ratification. It was left to Tennessee to decide. Another tie and the Suffragists would lose again. Minutes before the next roll call, Legislator Harry Burns was slipped a note from a messenger, which he read, then placed into his coat pocket before taking his seat. The final vote to ratify the 19th Amendment was to begin. .
