MASSENA The Massena school district’s architects are planning for another capital outlay project that would upgrade the phone system.
“That will actually be a telephone system improvement and upgrades. We have all the technical details and we’re ready to jump into the design boards for that,” IBI Group architect Ed Bernhauer told the Board of Education. “This is the main head system that’s getting upgraded with some server components. A lot of internal equipment is already in place.”
A capital outlay project is a small project that can’t exceed $100,000. It’s approved by voters in the spring when they vote on the district’s annual budget. The project is eligible for state aid.

MASSENA – Contractors working on the Massena Central School District’s capital project will conduct a building condition survey of all district buildings, which the state requires every five years.
Contractor Ed Bernhauer from the IBI group discussed the proposal with the Board of Education during their Thursday, Dec. 17 meeting.
“What it involves is you have your architects and engineers go out and survey the conditions of your educational occupied buildings,” Bernhauer said.
The survey will be the district’s blueprint for capital projects over the next five years.
“[It] plans out what you’re looking at for future capital projects, and what is the cost of those projects . what is the physical need in the buildings and what is the cost associated with it,” he said.
