We wanted to know whats being done in the meantime. One lawmaker told nbc 10 that active discussions are still going on even while the legislation is not in session. The last 12 years, only two other pennsylvania budgets have taken longer to get passed. In 2009 the impasse lasted 101 days. It took 176 days in 2003. That year the School District said they came dangerously close to running out of money. What have you learned about this guy . Reporter heres what we know. 59yearold john houser is a drifter from alabama. He didnt have much contact with his family. According to court documents, houser was so mentally ill and violent, his wife hid his guns years ago. His family even had him hospitalized against his will. Police raided housers motel room in lafayette today. Thats where he had been staying since earlier this month. Authorities say Surveillance Video shows houser walking into the theater to buy a ticket but he didnt display behavior that would sound an alarm. We know he had at least one additional magazine which he dropped in the lobby. He reinserted reloaded and returned back into the theater, at which point we think he fired one additional round and that was into himself. Reporter a total of 11 people were shot nine survived. Thats where Police Say Two children were found alone in deplorable conditions. The discovery began when neighbors spotted a 2yearold child wandering around on north 16th street.
