It cannot be filibustered in the senate and only needs 50 votes. That is the good side if you want to pass the legislation. The difficult side is that there are a lot of things you cannot do in budget reconciliation. Everything in it has to be directly attributable to the federal budget. It has to add or subtract from the federal budget. There are many things they cannot do in this bill and they are not doing it which was initially are to the problem for a lot of conservatives.
