Walter Stern, a Kenosha-based attorney for the plaintiffs, said police intentionally and unlawfully detained the hostages as they exited the business. The civil rights lawsuit will seek unspecified compensatory and punitive damages and will be filed Monday in U.S. District Court in Green Bay, he said.
