PNP removes Cordillera police chief in revamp

The Philippine National Police (PNP) announced a revamp on Monday, April 5, affecting 22 officials, including the Cordillera region s police chief, Brigadier General R win Pagkalinawan, who has been transferred to a staff position at Camp Crame.
Pagkalinawan is now with the PNP Directorate for Personnel Records and Management under the PNP Personnel Holding & Accounting Unit, the PNP said. The transfer order does not indicate his exact position in the unit.
Replacing him as the new Cordillera police chief is Police Brigadier General Ronald Lee.
The Cordillera police has been mired in controversies, one of which was Pagkalinawan s shoot-to-kill order in January against Cordillera Peoples Alliance (CAP) Chairman Windel Bolinget, who is facing murder complaints. CAP denounced Pagkalinawan’s order, saying this encourages violence and terrorism among the ranks of the police.”

Bolinget was among the 11 alleged members of the New People’s Army (NPA) accused in a 2018 murder case in Davao del Norte. He is one of the petitioners in 37 cases against the Anti-Terrorism Act (ATA) of 2020 pending with the Supreme Court.
The plea was aired by Kapatid, a support group for political prisoners and their families.
In a statement, Kapatid – through Spokesperson Fides Lim – said:
“While we ask the DOJ to heed the call of Windel’s family for due process of law and that his rights to fair and impartial trial be respected, we strongly assert that the case lodged against him should be dropped and that he should be freed as the case has no leg to stand on because it is built on nothing….”
