The topic of the hearing is the issue of organized retail crime , which has been rising throughout the committee, demonstrating a threat to and subjecting employees and customers to real harm. As Many Americans flock to stores to complete holiday shopping, Large Organizations are exploiting dashed to carry on an unprecedented spike in retail crime. Generally it involves two or more people obtaining items through theft or fraud through criminal enterprise. This is not the same thing as petty theft. Or shoplifting.
