The Zoning Board of Appeals met April 5 to discuss traffic and pedestrian studies done for the 40B project at 91 Beatrice Circle. The studies done by MDM Transportation Consultants, INC. continue to add to the tense debate surrounding the project.
Florida-based company, Comprehensive Land Holdings, LLC, purchased the 23,500 square foot lot at 91 Beatrice Circle in 2019, to turn it into a large housing complex of 12 four-bedroom rental units. Three of the units will be designated affordable, allowing the project to file under chapter 40B.
Chapter 40B housing allows developers to avoid certain zoning regulations as long as the project fits established guidelines, such as having 25% of the units being built be affordable in accordance with state income guidelines.

The Belmont Zoning Board decided not to invoke safe harbor wiith the Department of Housing and Community Development (DHCD) at their Jan. 21 meeting which means an application for a comprehensive permit for a 40B project in Belmont will move forward.
Build Wise Belmont, which represents the abutters of the project, submitted a General Land Area Minimum (GLAM) calculation to the ZBA on Jan. 15 showing Belmont has 1.524% of land devoted to subsidized housing which would allow the town to invoke safe harbor and deny the comprehensive permit application sought by Florida-based Comprehensive Land Holdings, LLC to build 12 four-bedroom rental units on a 23,500 square foot lot located at 91 Beatrice Circle.

Florida-based Comprehensive Land Holdings, LLC, owned by the Tamposi family, has many wheels spinning in Massachusetts these days, particularly in Milton and Belmont. In Milton, they have been approved by MassHousing to build two 40B developments with a total of 250 units and are awaiting approval for site eligibility for three other 40B developments totaling 116 units. In Belmont, they are currently seeking a comprehensive permit to build 12 four-bedroom rental units on a 23,500 square foot lot located at 91 Beatrice Circle.
The Belmont Zoning Board of Appeals held its first hearing for the comprehensive permit application for the proposed 40B on Jan. 11 as a virtual Zoom teleconference.
