Richmond Heights police obtain new restraint device that ties suspects; council seeks to identify those who interrupted Jan. 12 meeting Jeff Piorkowski, cleveland.com RICHMOND HEIGHTS, Ohio The city’s police department has a new tool in its toolbox designed to painlessly restrain suspects while preventing them from getting away. Richmond Heights Police Chief Thomas Wetzel told City Council’s Safety Committee during its online meeting Tuesday (Jan. 19) about the department’s latest purchase the Bola Wrap. The RHPD is one of the first departments in the area to purchase the restraining device, which has been described as “remote handcuffs.” Bola Wrap allows an officer to safely and without inflicting pain restrain someone by, basically, tying up a suspect.
