when somebody is living outside, they are more likely to access more expensive government services like law enforcement, emergency psychiatric, medical care from the emergency room. reporter: funding for affordable housing is in the middle of a perfect storm. san jose lost 40% of his federal funds because of sequestration. the city went from about 1,000 units of affordable housing per year to fewer than 300. the city is researching the possibility of a housing impact fee to create a stream of funding dedicated to affordable housing to benefit not only the homeless, but the entire community. if we want to see sustained economic development and growth, we know that employers need housing opportunities for their employees. we know there s a lot of families and individuals and households who are struggling to get by. reporter: the outreach continuing. one of those outreach workers a former homeless woman herself. she goes into the encampment to encourage them to come. if
