According to her prepared testimony, sebelius will repeat the last line nearly verbatim saying they have not lived up to the expectations of the American People. Her remarks do not include a formal apology and she is expected to blame the private contractor who is built the site saying their work has not met expectations. Overnight the House Oversight committee released a report from the main contractor showing it reported concerns that the site was not ready for launch as far back as august.
