people to fill out their census forms. one of my favorite founders is james madison, he created an instrument of democracy by writing into the constitution a requirement for the census every ten years to ensure fair representation in congress. reporter: karl rove s pitch for the census bureau comes as some republicans worry that an anti-government fervor will lead to a low census count and ultimately hurt them. among those concerned, republican congressman ted poe of texas, a state lagging behind the rest of the nation. the reason it may be low right now is because people seem to be a little cynical about the census. reporter: some of the more conservative counties in texas are behind the national average on the census count. the stakes are high. congressman poe says texas stands to gain three, if not four, additional congressional seats depending on the number of people who participate in the 2010 census count. i don t think we should get into a situation where any
