does the nsa collect any type of data at all on millions or hundreds of millions of americans? no, sir. it does not? not wittingly. joining me now, deputy legal director for the aclu. it was the aclu who argued the case before the u.s. court of appeals. congratulations on your victory. thank you. all right. how big a deal is this ruling? it s a big deal. it s a great ruling. we ve been waiting for it for a long time now. it s a case that we filed right after the first snowden disclosures. this was the first program that was disclosed. this was the big bombshell one that said, hey, by way, they keep going to your cell phone providers and saying give us everyone s call records. every day, every day they got from all the major telecommunications providers a list of, you know, essentially this log of who you called and when you called them, how long you spoke to them for and they

cell phone providers providing different services here. so, it just adds layer after layer of complexity to the investigation, but any handshaking between a phone and a cell tower as it passed over the malaysian peninsula is going to be hugely informative for investigators, christine. of course. all right, nic robertson in kuala lumpur. thank you, nic. ukraine this morning is teetering on the brink of civil war, many believe. the government now is asking for international peacekeepers to help it deal with pro-russian militants, and those militants have taken over government buildings and refused to step down. and despite promises that ukrainian security forces will move in and force them out, no major operation has begun yet. last night, president obama and president of russia, vladimir putin, they spoke, trading barbs over who is behind the escalating violence. phil black is live in kharkiv, ukraine, with the latest. phil, tell us more about that conversation and what you re seein

getting information dribs and drabs, and we ve had lots of information that we were told, no, there s no information. now there is information. what you have to understand is there s no central repository. a lot of people think after all the snowden release, there s some big government repository of all the cell phone data. what the investigators in malaysia would have had to have done is try to identify passengers cell phones, then go to different cell phone providers, get the records of their cell phones, and then also from the towers where they know they got pings, get the records of what cell phones went there. so it s a pretty big investigative effort. and i just am suspecting maybe they haven t done that entire investigative effort. it s not a there s not a one stop shopping to get cell phone call records. you have to do a lot of gum shoeing, and it takes a bit of time. okay. what are we now, five, six weeks into this? hopefully they re looking into that. thank you both so m

requirements from the cell phone providers. reporter: 70% of 911 calls come from cell phones. when the calls are made inside of a building or car, it can disrupt the gps tracking. that s why nathan lee is in washington. he wants the federal communications commission to push cell phone manufacturers to develop technology to close this gap. we need the fcc to move forward on making sure those technologies are used, they are employed throughout the united states. reporter: nathan lee s mission is based on pain and loss. it just breaks my heart. they are growing up without a mom. that is fascinating story. oh, my gosh. so sad. every time you get a new cell phone there s all of this new stuff. now the new iphone, the finger technology. it seems like something that you would think the gps would work in every case. it is better in some areas than others. the fcc said in some states and localities, upwards of 2/3 of these 911 calls aren t traceable. oh, gosh.
