Meanwhile thousands of people still waiting for their power to be turned back on more than 24 hours after fire tore through this pico substation in tioga. Pico wants to have everyone out of the dark within the hour. You can see what is left of the substation. A much different scene from what we saw this time yesterday. Look at this, flames were shooting from the building. Thick black smoke hovered over homes and businesses. Investigators are still trying to determine what sparked the fire. Luckily no one was hurt. That led the driver to crash head on into another vehicle injuring three people. Was this a targeted shooting, a stray bullet or a case of road rage.
