So i do not support this motion. I think we have to act with urgency. I think it is high time we have an oversight body for a department that has ever expanding budget. Ironically, it was the mayor who didnt support prop c because she said there wasnt enough oversight over the department. So how all of us are not supporting this department right now is absolutely beyond me. So i would encourage all of my colleagues to not support the motion to delay this to march and to act with the urgency that our constituents demand and deserve. President yee supervisor mandelman . I know that i mentioned this to you before and im very happy that youre looking at some of the solutions. And in a way, youre addressing it. There is other issues that i would have enjoyed bringing to the attention to make amendments to it, but i realize and this is my fault i cant really make amendments at this point, because of the our dates. So, im kind of glad the mayor and the stakeholders have reached some key agreements of both to both continue to discuss the need of the critical changes for more responsive department as well as some immediate policy changes to improve the quality of peoples lives right now. Not after november and beyond. Such as a change in the definition of homeless mothers. In support of that discussion, i really well, id like to make a motion to amend the date to march 3, 2020. That were out of control, i was told by Jeff Kaczynski a year ago, they are not focused on r. V. S. That is not something they are working on. And im watching the mayors own staff nodding their head right now because they know that is the truth. It is great because supervisor brown and others fought and fought to open the first of its kind 30 vehicle center, and it is finally happening, but the one to the department to ask for it year ago, they told us they had no plans to address r. V. S and they werent going to do anything about it until, low and behold, it is up 60 in the city as a whole. I did not want to ban parking but i did because i couldnt get the department to act at all. So what is going on now and every other street in the portola, there are r. V. S lining the streets and the residents are complaining once again. We have no oversight or accountability for this department and it has got to change. Both the pg e charge Delivery Charge went up, Power Generation charge went up, and the pca went down. That is correct. Why did our generation charge go up . Our generation charge is based off of we look at pg es rate. If you go back to our rate setting methodology, on page 5 of the presentation. Nothing has changed in our methodology. If you remember, we are starting off on component one from pg e is a generation rate. We are applying our Percentage Rate discounts. And then applying the pci a charges on the franchise fee surcharge to get to our cleanpowersf generation rate. The new components that you all included in the ratesetting methodology, that allowed us to remain competitive, knowing that our rates are determined off the final pg e rate. And now what we know today. Pg e customers and cleanpowersf customers are both going up approximately 4 . We will still be a little cheaper . Correct. At the end of the day our customers have a bill savings compared to pg any customers of 2. 5
