expected impact of the legislation not just on the american people broadly but also on the deficit. that earlier cbo score of an earlier version of the bill said that 24 million people would be without health insurance coverage by 2026. some are saying that this latest this new cbo score that s expected in the next couple of weeks could show that even more millions of americans would lose health insurance coverage, but the reason this is important for the senate is that that cbo score will let them know the impact on the deficit and the senate is trying to pass their version of this bill with just 51 votes so they can rely on just republicans, and to do so they have to meet certain budget reconciliation rules. the bottom line is that the bill can t increase the deficit past the ten-year budget window. that s why that score is so important. listen to what one democratic member of the house, adam shi ,

from various kinds of deductions. of course, the problem with that plan, as we ve discussed, is that, if you only cut taxes and don t do actual reform, you end up costing a lot of money which means not only are you going to face opposition potentially from fiscal conservatives, but also you may not be able to get this plan through because of complicated senate rules. basically you can t increase deficits beyond the ten-year budget window, so you have to do reform or you have to sunset the plan. when it comes to the cuts, yamiche, republicans will say we re going to give cuts to these big dogs because they re the job creators, they re going to get more people working that will then pay into the tax system, and that broadens the base of revenue collection. is that true? it s really tough to say if that s true. a lot of people that i ve talked to, including i would say bipartisan groups say private citizens are not going to fix the deficit problem, even if you give businesses and peop
we have house speaker paul ryan on friday talking about the foreseeable future of the aca. with me now is tevi troy, former deputy secretary of health and human services under president gege w. bush and now the president of the amerin health policy institute. it is great to have you wit us. i m hoping you can answer that question of timing right here because it seems as if the ambition of the gop got in the way of making this happen within the president s first 100 days. why were they in such a hurry on health care? thanks for having me, thomas. the first thing to know is that the reconciliation vehicle is a limited vehicle and you only have a certain amount of time in which you can use that vehicle and so they wanted to get it within the first budget window, budget resolution, and that was the problem. and for folks that are watching at home, the bill being described that way is really a caveat of how to be proactive, as you re talking about, in getting it in the budgetary needs
something. but every president has this question of what do you do first, because that first thing can very often become your signature. first, you want to do hard stuff first and not easy stuff. but you want to win, right? trump wanted to win. you have reconciliation, and there s a window under the budget window to do reconciliation, and you have this window and so they had to do health care first, and it s hard and whether trump has gotten a whole lot of momentum, their hope was there s a lot of momentum, and it may not be what they would have liked. this is a slap in the face to obama, right? donald trump ran a very much anti-obama, and nothing like setting the course for the presidency if they are able to do it, ripping out the main part or the main guts of obama s legacy by repealing obamacare.
