33 charges laid against BC boat dealer as part of massive fraud investigation After a year and eight months of investigation, nearly three dozen charges have been sworn against Aaron Fell, the owner of Breakwater Marine in Surrey. They include 30 counts of fraud-related charges and three counts of theft of property charges. The investigation into Fell, 50, began in June 2019 after the RCMP received numerous reports of fraudulent business practices by Dell’s boat dealership, located in the 16000 block of Fraser Highway. Police executed a search warrant at Breakwater Marine on Aug. 8, 2019, which resulted in the seizure of multiple boats and documents.
