Shall we go through a notforprofit organization for our highway system and what about our waterways . Or we go to a private a notforprofit corporation for that . Some of the port authorities are good analogous to that. Indiana has done highways in ohio has done something similar. Theyre aspects and we have certainly done it on bridges in some cases.
