reporter: the democrats have an open invitation to negotiate on his terms, but any moment we expect them to move ahead on this as soon as tuesday, but it looks like this bill won t have a path forward because the democrats refuse to negotiate on any kind of deal until the government is reopened. the president yesterday rolling out what he calls an attempt to get the democrats back to the negotiating table. his deal would get him $5.7 billion for a border wall, it would give three years extended protection for d.r.e.a.m.ers, three-year extension of temporary protected status for immigrants, border agents and more immigration judges. the democrats rejected that offer before they even announced it. they have six spending bills
take a listen. so that s the first reason i will vote against the legislation because it s unconstitutional. secondly, i believe it s unnecessary. the president is not going to fire director mueller, i believe, because the repercussions of doing so would be disastrous for his presidency and for the country. third, this bill will not be taken up on the senate floor. fourth, the house will not pass it. fifth, the president will not sign it. nor should he. your reaction. well, let s take it one by one. the constitutional argument is red herring. and plainly we have overcome it. number two, the idea that this bill won t be brought to the floor is based on wishful thinking and denial with all due respect to the majority leader. i think he is hoping that it will be unnecessary. but the mounting evidence is a grand swell of support within

happening. joe, should conservatives get on board or be a wait and see. i think conservatives should get on board. let s point out there has been a lot of the misinformation about this bill. on one side have you chuck schumer and nancy pelosi saying this is tax cuts for the rich. on the other side you have the wall street journal saying it s actually increasing taxes on the rich. the truth is that it s easy to find reasons to vote against any bill. it s very easy to do that. the hard part is punt ting a tax plan that cuts taxes for the majority of middle class americans and increases our global competitiveness in terms of businesses. that s what hey, paul ryan is right. you heard it there earlier. this is what the republican party was elected to do and the real danger to them comes from them comes to them if they don t deliver on this. true, it was what the republican party was elected to do. if you just pass something that doesn t affect real outcomes, is it really effective
