reporter: that one-month-old infant was found here on the steps of this house, and for anyone who was out last night or early this morning, you know it was freezing cold. now, d.c. police are trying to find the baby s mother, and they re starting right here in the neighborhood where the baby was found. it looked like a toy at first because the legs were just dangling out. he was walking home late last night when he discovered a newborn in a towel on his neighbor s stoop. he called his dad to help. i had to grab somebody else to make sure i wasn t seeing something else. reporter: his dad brought the baby in their home, held her to his chest and tried warming her with his body heat as they called 911 for help. i picked her arms up to see whether she was frozen stiff. no, she wasn t frozen stiff, but she wasn t far from it. reporter: he says he tried performing cpr, but there was no response. i didn t see any signs of life. but when they got her into the ambulanc
