海濱事務委員會主席吳永順說，海濱事務委員會和發展局一直積極探索海濱的設計和管理模式，希望打造全新的「海濱共享空間」品牌。有別於一般公園，卑路乍灣海濱休憩用地作為「海濱共享空間」實驗場，會嘗試衝出固有框架，並測試巿民對設施的接受程度。根據今年年初進行的《卑路乍灣海濱長廊研究報告》，600多名受訪的使用者中，對用地的滿意度高達93%。吳永順透露，卑路乍灣海濱休憩用地是以「願景帶動」的管理模式，沒有制定太多規則或限制，鼓勵市民自律，互相尊重和包容。另外，項目採用「地方營造」的模式，海濱事務委員會透過觀察和收集意見，了解當區居民的需要並作出回應。卑路乍灣海濱休憩用地位於堅尼地城城西道，去年10月起全面24小時開放，為市民提供飽覽維港西面和夕陽海景的消閒空間。整個項
