Brad Lander, a New York City Council member and candidate in the upcoming election for city comptroller, is endorsing a plan to solve the city’s housing challenges through a mass program of social housing, according to a report in Bloomberg CityLab. The plan calls for the city to invest billions of dollars in buying and preserving thousands of housing units and making them “democratically owned, permanently affordable” and “removed from for-profit speculation,” according to the report. Lander calls for the city to acquire 15,000 units a year, while investing more in public housing, resident-owned co-ops, mutual housing associations, and community land trusts, the story says. In all, the plan calls for the city to build 154,000 new units and preserve 388,000 more, according to the story.
While reviewing surveillance footage of the incident, detectives observed a man, later identified as Esparza, hitting Billmeier with a blunt object multiple times in the head, police said.
According to the arrest warrant, a similar murder occurred at 2150 Fort Worth Avenue, approximately 1.3 miles away from the site of the first murder.
Police said that on Nov. 20, Slusser was bludgeoned to death with at the Fort Worth Avenue location.
Surveillance video showed a man hitting Slusser with a sledge hammer multiple times, court documents allege.
Due to the close proximity of both murder locations, police said they believed that both murders were likely committed by the same suspect.

PEOPLE confirms through online records that Esparza was indicted on Dec. 29, 2020, and is being held on $500,000 bond. It was unclear if he s entered pleas to the charges, and information on his lawyer was unavailable.
