It says that as a condition of receiving federal funds a school agrees they will not exclude separate deny benefits to or otherwise treated differently on the basis of sex any person in its Educational Programs unless expressly authorized to do so under title ix. The letter also gave specific guidance when it came to the use of restrooms and locker rooms.
