It s understood a farewell office drinks were held in May and attended by senior council staff. However the event was blighted by drunken behaviour and only came to an end when a security guard caught a couple in a compromising position , Stuff reports. A Wellington City Council spokesperson told Newshub they were confident no liquor licensing bylaws had been breached at the event, as no licence is needed for office drinks so long as money doesn t change hands.
